InterviewWatch is free with unlimited seats for two active jobs, and its paid plan, ATS Starter at $19 per month, matches the cheapest flat-rate ATS with published pricing. Where JuggleHire also charges $19, Starter includes more: 5 active jobs against their 3, and 15 seats against their 10. Against every other flat-rate tool we checked, Starter is 75% to 90% cheaper.
Free tiers elsewhere allow one active job and still cap seats. Ours allows two, with genuinely unlimited seats. And no conventional ATS at any price includes interview verification, which is a $5-per-interview add-on here, with your first five free.
Entry prices, ranked cheapest first
Published entry-tier pricing as checked in August 2026. The caps column is the part that decides whether the headline price is real for a small business.
| ATS | Entry price | Model | Job cap | Seats |
|---|---|---|---|---|
| InterviewWatch Free | $0 | Free plan, no expiry | 2 active | Unlimited |
| Zoho Recruit Forever Free | $0 | Free plan | 1 active | Unlimited users |
| Breezy HR Bootstrap | $0 | Free plan | 1 active position | Unlimited users |
| Manatal | $15 / user / mo | Per user, annual billing | 15 jobs | Billed per user |

| JuggleHire Starter | $19 / mo | Flat, monthly | 3 active | 10 team members |
| Zoho Recruit Standard | $25 / user / mo | Per user | 10 active (Corporate HR) | Billed per user |

| Breezy HR Startup | $189 / mo | Flat, monthly ($157 annual) | Position-based tiers | Unlimited users |
| Workable Starter | $189 / mo | Flat | 2 active | Unlimited users |
Interview verification is not folded into any InterviewWatch plan above. It is a separate pay-per-use add-on, $5 per completed interview at the same rate on either paid plan, with the first five free. None of the other rows in this table offer it at any price.
The gap, in percentages
Comparing our $19 ATS Starter plan against each published entry price. Where a competitor bills per user, the gap is shown at one user and at five, because five is a realistic count once hiring managers are included.
| Versus | Their monthly | Ours | We are cheaper by |
|---|---|---|---|
| JuggleHire Starter | $19 | $19 | Same price, but 5 jobs and 15 seats against their 3 and 10 |
| Manatal, 1 user | $15 | $19 | We cost more at one seat, but include 15 seats and no job-count fee |
| Manatal, 5 users | $75 | $19 | 75% |
| Zoho Recruit Standard, 1 user | $25 | $19 | 24% |
| Zoho Recruit Standard, 5 users | $125 | $19 | 85% |
| JazzHR Hero | $75 | $19 | 75% |
| GoHire Starter | $99 | $19 | 81% |
| AvaHR | $99 | $19 | 81% |
| Breezy HR Startup, monthly | $189 | $19 | 90% |
| Workable Starter | $189 | $19 | 90% |
Why per-user pricing costs more than the sticker
The people who most need to see candidates are hiring managers and interviewers. Per-user pricing puts a price on exactly that, so small teams ration access and the pipeline drifts back into email.
| Who needs access | At $15 / user / mo | At $25 / user / mo | InterviewWatch |
|---|---|---|---|
| 1 recruiter | $15 | $25 | $0 (Free) |
| Recruiter + 2 managers | $45 | $75 | $0 (Free) |
| Recruiter + 4 managers | $75 | $125 | $19 (Starter, 15 seats) |
| Everyone who interviews (10) | $150 | $250 | $19 (Starter, 15 seats) |
| Company-wide (60) | $900 | $1,500 | $39 (Growth, 100 seats) |
At sixty people on Growth, the flat fee works out to 65 cents per person per month. That is the honest reason we bundle seats rather than sell them individually: charging per login would make us behave like a company that wants fewer people using its product.
Every free plan is $0. Compare the allowance
Price tells you nothing at the free tier, so the only question that matters is where the wall sits.
Two roles at a time with unlimited seats is the difference between a free plan you can actually run a small business on and a free plan that is a demo. Details of ours are on the free ATS page.
Add interview verification and the comparison stops being close
No conventional applicant tracking system tells you whether a remote interview was genuine. If you want that, the normal route is a second vendor charging per interview.
| Setup | Monthly, 10 verified interviews | We are cheaper by |
|---|---|---|
| InterviewWatch Starter + verification | $69 all-in | Baseline |
| JuggleHire $19 + proctoring at $5 each | $69 | Same price, more jobs and seats included |
| JuggleHire $19 + proctoring at $15 each | $169 | 59% |
| JazzHR $75 + proctoring at $5 each | $125 | 45% |
| JazzHR $75 + proctoring at $15 each | $225 | 69% |
| Workable $189 + proctoring at $5 each | $239 | 71% |
AI proctoring commonly runs $5 to $15 per exam, the same range InterviewWatch charges per verified interview once your five free ones are used. The saving here comes from not paying for a second ATS subscription on top, not from undercutting the per-interview rate itself. What the verification actually reports is set out on the integrity page.
Cheapest is not the same as best
A comparison page that only flatters its author is not worth reading, so here is where the pricier tools genuinely beat us, and where a competitor beats us on price outright.
They win on
- Resume handling. Parsing, storage and keyword search across a large talent pool
- Process depth. Configurable stages per role, structured scorecards, approval chains
- Candidate comms. Email sequences, templates, automated nudges
- Sourcing reach. Hosted career sites and job-board syndication
- Paperwork. Offer letters, e-signature, onboarding handoff
- Compliance. EEOC and statutory reporting
- Manatal at one seat. $15 per user beats our $19 flat if you are truly a single user with no plans to add one
We win on
- Free tier. Unlimited seats, where most competitors cap at one active job and still limit access
- Price at real team sizes. Ties the cheapest flat rate we found, 75–90% under the rest
- Seats bundled in. No per-user maths within a plan's limit
- Interview verification. Not available from a conventional ATS at any price
- Setup time. Minutes, self-serve, no implementation fee
- Data held. A name and an email, no resumes stored, which shortens privacy review
- Exit cost. A CSV export, with no vendor-hosted job URLs to unwind
If the left column is what you need, buy the pricier tool: it will earn the money, and InterviewWatch will verify interviews inside it on an Enterprise plan. If it is not, you are about to stop paying per seat for a candidate list. The decision framework is in the small-business buyer's guide.
